Is Sunday better than Bronya?

Sunday is generally stronger due to his energy battery, CRIT DMG buff on skill, and summon synergy. Bronya still has niches (wind DMG teams, higher base SPD for tuning). Pull Sunday if you have summon DPS; Bronya is still excellent as a second action advancer.

Does Sunday need his signature light cone?

No, but it's his best option. But the Battle Isn't Over (Bronya's cone) and Past and Future both work well. His signature's main advantage is SP efficiency over long fights.

How much Energy Regen does Sunday need?

With his signature, ERR rope gives a 3-turn ultimate. Without signature, you need ERR rope plus either an energy-supporting teammate (Huohuo, Tingyun) or his E2.
